GRE 94

The 94th GRE session will be held at the “Palais des Nations” in Geneva from 27th to 30th of April 2026. The agenda and the documents of the session are already available in the UNECE website.

To be pointed out:

• New LED light source categories L2 and L3 in R.E.5. Adopted.
• Work Lamp in R48 Series 10: Adopted.
• ADB for motorbikes conbined with passing beams of Class A, B, CS or DS: Adopted.
• Automated driving systems (ADS) introduced un R.10 (EMC): Adopted.
• Direction indicator projection. Proposal confirmed and submitted to WP29 in June 2026.

New LED light source categories L2 and L3 in R.E.5:   L2: Flux: 650lm, P= 6.5W   L3: Flux: 1000lm, P= 9.5W	The proposal introduces two new LED light source categories in R128, with dedicated specifications for low beam and high beam applications. L2 and L3 are current driven and have an integrated heatsink. A new cap/holder system has been defined in IEC60061-1 This IEC fit includes a new mechanical interface concept and a new electrical connector interface.	Adopted by GRE. Sent to WP.29. -> November 2026 session.

Vehicle lamp installation regulation (UNECE R48 & R86):

2026/02	R48 S6,7 , 8 & 9	Proposed by Czech Republic. Introduction of a new function: Call for help signal. “Simultaneous operation of all direction-indicator lamps and optionally of all stop lamps which shall flash in phase at a frequency of 4.0 ± 1.0 Hz. The signal shall be switched ON only after the activation of the Accident Emergency Call System defined in R144”.	The aim is to introduce a new lighting signalling function that could increase safety and save lives in the event of a serious emergency on the road – call for help signal activated at the same time as the e-call.	GRE shall revert to this topic at its next session.
2026/04	R48 S8 & 9	Proposal from OICA. “Road Illumination Devices approved to UN Regulation No. 149 shall not incorporate a manufacturer logo.” “Light signalling device incorporating a logo shall be approved according to R148 S1 and subsequent series”.	The purpose to restrict the possibility of approving a road illumination device with a manufacturer logo.	GRE  will resume consideration at the next session.
2026/06, GRE-94-03	R48 S6,7,8 & 9 R148 S01	Proposed by GTB. Clarification of the meaning of pair of lamps in case of a design like a band or a strip. “one or more lamp(s), used for the same function, extending from the left- to the right hand side of the vehicle, is (…) considered a pair.” “A pair, constituted of one or more light emitting surface(s), extending from the left- to the right- hand side of the vehicle, shall contain at least one light source on each side.”	Some configurations which can be allowed by the proposal. At least, one independent light source on each side.	No agreement. The experts shall submit a new document to the next session.
2026/07, GRE-94-04	R48 S6,7,8 & 9	Proposed by GTB: “5.10.3. No account shall be taken of retro-reflective devices, retro-reflective markings, lighting devices fitted for the interior lighting of the vehicle and reversing projections.”	The proposed amendment is intended to exclude retro-reflective devices and markings from the requirement of “Red light to the front” and “White light to the rear”.	GRE  will resume consideration at the next session.

2026/05	R149 S1	Proposed by IMMA: Adaptive driving beam for vehicles of category L3. “For ADB for vehicles of category L3, the luminous intensity shall meet the requirements of Class A, B, CS or DS in Table 5 and of paragraph 5.1.4.2.”	Additional driving beam classes as the foundational photometric requirements for adaptation. Additional photometric requirements below the H-H line based on symmetrical passing beam classes used for motorcycles of category L3.	GRE adopted the proposal. Sent to WP.29. -> November 2026 session.
2026/11 GRE94-08Rev1	R149 S1	Proposed by GTB. Failure detection and signalization requirement. “As a consequence of one or more element(s) for visible radiation stops emitting light, the resulting luminous intensity value in any of the photometric requirements is less than 80% of the minimum luminous intensity value required for the type approval the required minimum CoP limits (20%)”.	Clarification of the text. No technical impact.	GRE adopted the proposal as amended by GRE-94-08 Rev1. Sent to WP.29. -> November 2026 session.
2026/12, GRE-94-09	R149 S1	Proposed by GTB. “6.2.1.1. If not otherwise specified, no measured value deviates unfavorably by more than 20 per cent from the value prescribed in this Regulation and, for driving beams of class A, B or RA, if HV is situated within the isocandela 0.75 Imax”	The proposed solution aims to improve the structure of the text and its clarity. No technical impact on the requirements.	GRE adopted the proposal, as amended by GRE-94- 09. Sent to WP.29. -> November 2026 session.
2026/13, GRE-94-10 Rev1	R149 S0 &S1	Proposed by GTB. “Table 18 Class C – Bendlight – Category 1 – System Requirements”: “Table 21 Class V – Bendlight – Category 1 – System Requirements”:  etc…	In R149 (S0 & S1) some CoP values are slightly different from the Type Approval values, and some Tables also contain calculation errors. The proposed corrections aim to clarify the situation and avoid possible confusion.	GRE adopted the proposal , as amended by GRE-94- 10 Rev1. Sent to WP.29. -> November 2026 session.

UN Regulation No. 150 (Reflex Reflector Devices):

2026/14, GRE-94-11	R150 S1	Proposed by GTB: …	The proposal is intended to harmonize the marking location requirements with those of UN Regulation No. 148.	GRE agreed that all draft amendments (including GRE/2026/3, Informal GRE-92-18, GRE-94-02-Rev.1, GRE-94-11, GRE-94-24) should be consolidated in a single formal document as draft Supplement 3 to R 150 Series1. The updated proposals shall be reviewed at the October 2026 session submitted to the March 2027 WP.29 Session. GTB proposed to prepare a consolidated document.

UN Regulation No. 10 (Electro-Magnetic Compatibility):

2026/16 GRE-94-46 GRE-94-53 GRE-94-56 – Rev.2	IWG-IMC		The proposal introduces automated driving systems (ADS) requirements into UN Regulation No.10. The purpose is to make sure that no electronic device in the vehicle will interfere with the ADS system and vice-versa.	GRE adopted the proposal , as amended by GRE-94-56-Rev.2. Sent to WP.29. -> November 2026 session.

2025/16 GRE-93-14	R65 S00	Submitted by CEMA during the previous session. Introduction in R65 of the rules for the installation of amber warning lamps on agricultural tractors or non-road mobile machineries.	The proposal was submitted to GRE by CEMA during the previous GRE session. The target is to harmonize in UNECE R65, the rules and requirements for installation of this device. They are currently subject to national rules in few countries. An updated document submitted by CEMA is expected by GRE for the session. IWG-SLR should consider moving out Annex 11 from UN Regulation No. 150 to a new document for reference and requested IWG SLR to check if references to this Annex should be updated in UN Regulation No. 86.	In the absence of the CEMA experts, GRE postponed to the next session consideration of their proposals.

Pending Amendment Proposals:

2024/21 Rev.1 GRE-94-17, GRE-94-49, GRE-94-50.	R148 S01 R48 S6,7, 8 & 9.	Already submitted by GTB during the 92nd and 93rd sessions. Introduction of the Direction indicator projectors. • Removed the possibility to have sequential activation • Clarified that the projected pattern shall be in a straight line • Deleted side direction indicator projections. Now maximum two per side for M and N vehicles (front and/or rear) and maximum one per side for trailers (rear only)   • Removed the possibility to activate direction indicator projections when the hazard warning signal is switched ON • Limited the switch ON and duration of direction indicator projections up to 15 km/h • Clarified switching conditions according to the direction of motion.	The proposal was already submitted during the previous GRE Session and adopted. Sent to the June 2026 sessions of WP.29.   However, the proposal shall be reviewed at the upcoming GRE session. Meanwhile, GTB, UK and Ireland should have consulted the cycling community.	European Cyclists’ Federation (ECF) and the International Federation of Pedestrians (IFP) (GRE-94-17) withheld their support for DIP technology. Minor editorial modifications of the 2024/21 R1 were submitted by GTB(GRE-94-49, GRE-94-50). Contracting Parties retained their decision to submit the DIP amendments to the June 2026 WP.29 session.
GRE-94-51.			The Secretary of WP.1 reported on the results of its recent session that were of interest to GRE (GRE-94-52). UK, Ireland and GTB made a presentation on direction indicator projections which triggered positive reactions of WP.1 participants. WP.1 was also informed about some potential inconsistencies between the Vienna Convention (1968) and the recent amendments to UN Regulations on lighting and light-signalling.	GRE proposes to appoint an expert as “GRE ambassador” to WP.1 who would participate in WP.1 sessions.
2025/23 GRE93-30-Rev.1   2025/24 93-32.	R48 S8 & 9	Proposed by TF AVSR. The proposals introduce in R48 vehicles which may be operated by the driver or by driver support features or by an Automated Driving System (ADS).	GRE adopted the proposals at the previous session but decided to revisit them at the upcoming one. The documents were drafted with the recommendations from TF-FADS (Task Force on fitness for ADS) of GRVA (Working Party on Automated / Autonomous and Connected Vehicles).	Not addressed during the session
2025/22 93-31-Rev.1	R45	Proposed by TF AVSR. The proposal introduces in R45 the application to vehicles equipped with automated driving systems (ADS). “The control of the cleaning device shall may be operable from the driver’s seat manual or automatic and may be coupled with the controls for other cleaning devices. Whilst an ADS feature is active, the ADS may control the cleaning device.”
92-13, 92-14, 92-15, 92-16, 92-17, 92-18	R148, 149 and 150.	Proposed by the Netherlands. Package of amendment proposals to R148, 149 and 150 concerning the Unique Identifier (UI).	GRE adopted the package of amendment proposals and decided to merge those proposals with other possible amendment proposals to the same series of amendments before submitting to WP.29.
